After the IAEA Ministerial Conference on Nuclear Safety and numerous other contributions worldwide, the process to learn lessons from the Fukushima Daiichu accident will last for many more years. Still, there is a need to start answering global concerns as soon as possible and identify first lessons to improve both national regulatory frameworks and the assistance which the IAEA can provide on such issues. Beyond the regulatory review of the safety margins through the Stress Tests results, other regulatory implications arising from the Fukushima accident need to be identified and addressed.

Lessons Learned from Fukushima for the Regulatorys, Enhancement of Regulatory Oversight and Strengthening of an Effective Compliance Assurance Regime in Transport of Radioactive Material
Objectives:
- To enhance and strengthen the global nuclear safety regime in line with the IAEA's mission and Statute, and to consider future requirements for long-term goals and strategies for nuclear safety.
- To address the technical awareness and safety assessment capability and oversight of regulatory staff in application of risk-informed decision-making processes and improvement of regulatory body's staff competencies for regulatory oversight through delivery of essential safety assessment knowledge.
- To move towards a sustainable system of mutual support, cooperation and coordination in normal and emergency transport of radioactive material to avoid worsening an already critical condition during or after accidents and to promote sustainable transport of radioactive material.
The objective of Thematic Area C Project C.1. is to identify Safety and Regulatory Implications from the Fukushima Daiichi Accident on IAEA Safety Standards and Safety Services.
Beneficiaries of this project will be the international nuclear community at large and, particularly, those countries among INSC beneficiaries.

The project is carried out by the IAEA as the implementing body. The IAEA coordinates the activties with the European Commission (EC) through the EC's Directorate General Development and Cooperation - EuropeAid.

- Identify and analyze regulatory lessons learned from the Fukushima Daiichi accident;
- Draft the internal reference document identifying the regulatory implications of the Fukushima accident, to be used as an input to the comprehensive IAEA document on lessons leaned from the Fukushima-Daiichi accident;
- Update the Guidelines for the IAEA Integrated Regulatory Review Service, on the basis of lessons learned from the Fukushima Daiichi accident;
- Review and proposed revision of IAEA SAfety Guides for regulatory actvities, in the light of the Fukushima Daiichi accident;
- Review and revise training packages in support of IAEA Safety Guide SSG-16 in the regulatory area, in the light of the Fukushima Daiichi accident;
- Organize and hold a Side Event at the IAEA 59th General Conference in 2015;
- Project management and implementation activities.

Outcomes:
- Effective, improved national regulatory infrastructure, on the basis of the lessons learned from the Fukushima Daiici accident;
- Enhanced Integrated Regulatory Review Service for the Member States, both in what concerns the methodology and content of the review service, on the basis of lessons learned from the Fukushima Daiichi accident;
- Improved IAEA Safety Guides series for regulatory activities, for the use of member States, in the light of the lessons learned from the Fukushima accident;
- Enhanced guidance for helping Member States embarking on nuclear power to establish their safety infrastructure, in the light of the Fukushima Daiichi accident.
Performance indicators:
- Internal reference document prepared;
- IRRS guidance issued;
- Percentage of IAEA Safety Guides for regulatory activities, revised in draft;
- Number of revised training packages in support of SSG-16 in the regulatory area;
- Number of countries participating at the Side Events.
