To address the issues of denials and delays of shipment of radioactive material, the IAEA established the Denial of Shipment Working Group (DoS WG) for a period of four years from 2023–2026.
This working group is currently evaluating the extent of the issue of denial and delay of shipment around the world, considering potential solutions, developing these solutions and monitoring the progress of their implementation.
The working group has identified a need to change the perceptions of risk associated with the transport of Class 7 radioactive material to improve the acceptance of this material within and between countries. Many of the beliefs held by those involved in the transport of radioactive material are based on incorrect information or lack of knowledge.
Proposed solutions by the working group include:
- Appointment of a National Focal Point by Member States;

Development and distribution of training and outreach materials to raise awareness and engage interested parties.
To facilitate the work of the Denial of Shipment Working Group, three Sub Working Groups (SWGs) have been formed:
- SWG-1 DoS Data Collection, Analysis and Metrics
- SWG-2 Potential solutions to address DoS Problems
- SWG-3 Awareness, Training and Outreach
