The Denial of Shipment Working Group (DoS WG) is tasked with evaluating the existing status of radioactive material transport and consider options for addressing denials of and delays in the shipment of radioactive material.
To assist with gathering information about cases of denials of and delays in shipment of radioactive material, the IAEA Secretariat has conducted surveys of Member States, Industry, and Carriers.
Member State surveys are specifically designed for designated National Focal Points and/or national Competent Authorities for the safe transport of radioactive material, and are aimed at gaining an overview of existing regulatory practices for radioactive material transport (regarding carriers, seaports, airports, land border crossings, transit, liability, insurance, security), current issues (policies or regulatory infrastructure related) with delays in and denials of these shipments, and to help Member States evaluate the resilience of transport in their country.
Industry and Carrier surveys are tailored for consignors, consignees or carriers involved in the transport of radioactive material, whether domestically or worldwide, and aimed at gaining an overview of operational experience in radioactive material transport, particularly for international transport (including policies or regulatory infrastructure related to carriers, seaports, airports and land border-crossings) with delays in and denials of these shipments.
The responses to these questionnaires have contributed to the DoS WG's efforts in proposing solutions to mitigate the effect of transport-related challenges.
Only IAEA personnel responsible for working on the Denial of Shipment issue have access to the results. Answers remain confidential, with only anonymised and summarised results shared with the DoS WG. No responses are directly attributable to a specific individual or organisation.
