The first significant attention to the issue was at the IAEA transport conference in July 2003, leading to the establishment of the International Steering Committee on Denial of Shipment (ISC-DOS) in 2006. This committee, composed of UN organizations including the IAEA, ICAO, and IMO, along with MSs and industry organizations, focused on six key areas: Awareness, Communication, Economic, Harmonization, Lobbying, and Training. Despite notable achievements, the ISC-DOS was dissolved in 2013, and the responsibility shifted to non-traditional stakeholders, who focused on monitoring the issue. With time the issue of DoS returned to prominence, the IAEA, understanding the recurring nature of DoS and its implications, established the DoS WG, which has been actively developing strategies and initiatives to facilitate the international safe transport of radioactive materials.
The IAEA organised a series of meetings that led to the creation of the DoS WG, as well as two meetings of the DoS WG in January and July 2023.
