FACILITATION OF SAFE AND SECURE TRANSPORT OF RADIOACTIVE MATERIAL

Radioactive materials have many beneficial uses, including medical, industrial, agricultural and power generation. First, they must be transported — by road, rail, air, and by water at sea and on inland waterways — between mining sites, refining and production facilities, through to the final customers.

Some radioactive material needs to take the shortest, fastest route, for example in the case of medical radiopharmaceutical products that have a very short half-life (the time taken for half the material to decay and become unusable).

DENIAL OF SHIPMENT

A denial or delay of shipment can be defined as an explicit or implicit refusal to carry a shipment of radioactive material though it conforms to all the applicable international regulations for the safe transport of radioactive materials, including relevant requirements of the modal regulations.



DENIAL OF SHIPMENT WORKING GROUP

To address the issues of denials and delays of shipment of radioactive material, the IAEA established the Denial of Shipment Working Group (DoS WG) for a period of four years from 2023–2026.

This working group is currently evaluating the extent of the issue of denial and delay of shipment around the world, considering potential solutions, developing these solutions and monitoring the progress of their implementation.

NATIONAL FOCAL POINT

DoS

A National Focal Point (NFP) for denial and delay of shipment of radioactive material acts as an interface between governments and those directly involved in the transport of radioactive material. The NFP is responsible for identifying and validating reports of denial and delay as well as coordinating and communicating with involved parties aiming to facilitate solutions.

SURVEYS

To assist with gathering information about cases of denials of and delays in shipment of radioactive material, the IAEA Secretariat has conducted surveys of Member States, Industry, and Carriers.
