Transport
Relationship between IAEA Transport Safety Regulations, UN Model Regulations, IMDG Code and ICAO Technical Instructions
The technical requirements for transport safety regulations worldwide is based upon the IAEA Safety Standard 'Transport Regulations for the Safe Transport of Radioactive Material, SSR-6 (2012 Edition)' which are adopted by the UN Model Regulations which in turn is adopted by the IMDG Code and ICAO Technical Instructions for the global transport regulations for the transport of dangerous goods by sea and air transport respectively.
There are no global transport regulations for land transport and therefore land transports are governed by Member State regulations.
Review and Revision of IAEA Safety Documents
SSR-6 has just completed a review and revision process and a new edition will be published in late 2018.
SSR-6 has 7 accompanying safety guides as follows:
SSG-26 (2012 Edition) Advisory Material for the Safe Transport of Radioactive Material, which provides guidance on each of the SSR-6 numbered paragraphs - a new edition is under preparation and is scheduled for publication in 2019 to reflect the revised SSR-6.
TS-G-1.2 Planning and Preparing for Emergency Response to Transport Accidents Involving Radioactive Material - which is currently under revision and is scheduled for publication in 2019.
TS-G-1.3 Radiation Protection Programmes for the Transport of Radioactive Material - which is scheduled for review in in 2019 and publication of a revised document in 2021
TS-G-1.4 The Management System for the Safe Transport of Radioactive Material, which provides guidance for operators - which is scheduled for review in 2018 and a revised document published in 2020
TS-G-1.5 Compliance Assurance for the Safe Transport of Radioactive Material, which provides guidance to Competent Authorities in the development and maintenance of compliance assurance programmes in connection with the transport of radioactive material. This document is scheduled for review in 2018 and a revised document published in 2020.
SSG-33 Schedules for the Provisions of the IAEA Regulations for the Safe Transport of Radioactive Material (2012 Edition) - a new edition is scheduled for publication in 2019 to reflect the revised SSR-6.
DS 493 Format and Content of the Package Design Safety Report (PDSR) for the Transport of Radioactive Material - new Safety Guide under preparation and scheduled for publication in 2018.
Training
An eLearning platform is being developed and will be piloted in Q3/2017; the platform will be launched in early Q1/2018. The modular training programme will reflect the compliance assurance circle (TS-G-1.5, Annex I) which reflects the essential features of a compliance assurance programme of a competent authority as follows:
- Design Assessment
- Witnessing of testing
- Witnessing of manufacture
- Examination of maintenance and servicing arrangements
- Monitoring and inspection of transport operations
- Enforcement actions and investigations of incidents
- Emergency planning and exercises
- Regulatory review and maintenance of effective legal framework
- Training and distribution of information
- Issuing of approvals
- Interdepartmental liaison / cooperation
- Audits of management system
Further details will be announced in Q4/2017.
Workshops can also be arranged at the request of the Member State and funded through a Technical Cooperation (TC) programme. From 2018 these workshops will supplement the eLearning platform and cover specific training activities with delegates required to complete the eLearning training as a prerequisite to attend workshop.
