Integrated Management System

Project Title: Developing ANSN Program on Integrated Management System

Duration: 2-3 years

Background:

Since its inception, ANSN has provided member countries with various activities to assist in establishing and enhancing their nuclear safety infrastructure and regulatory systems. Currently, most ANSN member countries have achieved to have a certain level of regulatory authorities in place and legal infrastructure to oversee the nuclear and radiation programs and facilities. To continue enhancing and improving the nuclear safety and security, ANSN member countries recognize the importance of sustainable management system which integrates safety, health, security, quality, economic and environmental issues, as defined in the IAEA Safety Standards and Security Guides.

Recognizing the necessity, the ANSN Steering Committee has decided to conduct regular capacity building activities to support the members’ efforts. The Fukui Prefecture of Japan agreed to host the ANSN activities on this topic every year.

Introduction of project:

Considering the comprehensiveness of the topics and stakeholders related to IMS, ANSN SC suggested to develop a regular program composed of a series of events to be conducted every year. This will support the ANSN member countries in identifying common challenges and solutions or best practices to strengthen their respective system for both regulatory bodies and Authorized parties. The topics can include:

  • Knowledge Management
  • Leadership for safety and security
  • Nuclear safety and security culture
  • Human resource development
  • Decision making system, etc.

Potential Activities and Deliverables of the project:

  • Define scope and stakeholders in the ANSN member countries through group discussion and analysis.
  • Conduct a comprehensive needs assessment to identify priority areas where the ANSN member countries need capacity building for IMS.
  • Based on the assessment, develop tailored workshop/training programs with IAEA support to enhance ANSN member countries respective IMS.
  • Develop technical documents on experiences, best practices from MSs.
  • Develop a regional guidance for MSs’ application.
  • Identify and pool professionals in Asian region in the subject areas

Expected Outcomes:

  • Enhance the ANSN member countries respective capacity in IMS.
  • Raise awareness among relevant stakeholders in ANSN member countries on the importance of IMS.
  • Create sustainable platform to exchange experiences and lessons learned related to IMS.
