​Combined Safety and Security of Radioactive Material​

The Combined programme of the School aims to assist participants in drafting national regulations with provisions for radiation safety and for security of radioactive materials consistent with relevant safety requirements and security recommendations of the following IAEA publications:

  • Legal, Governmental and Regulatory Framework for Safety (GSR Part 1 (Rev.1));
  • Radiation Protection and Safety of Radiation Sources for Safety (GSR Part 3);
  • Safety Assessment for Facilities and Activities (GSR Part 4).
  • Objective and Essential Elements of a State's Nuclear Security Regime (NSS-20)
  • Nuclear Security Recommendations on Radioactive Material and Associated Facilities (NSS-14)
  • Security of Radioactive Material in Use and Storage and of Associated Facilities (NSS-11-G)


The programme provides for in depth analyses and discussions regarding the above-mentioned IAEA Safety Standards towards producing provisions consistent with these standards and recommendations to be established in the legislation of the participants' countries.

The Combined programme of the School has been designed as a four-segment process as follows:

Segment 1: In-country preparation

This segment is intended to provide guidance to participants in the School regarding the familiarization with key elements of their national legal and regulatory framework that they need to learn to get ready to start drafting a new or revising an existing regulation.

Segment 1 also gives advice to registered participants in the presential workshop of the School (segment 3) regarding the elaboration of the advance material to be submitted to the School organizers before the workshop.

Segment-2: Pre-work

This segment of the School is intended to undergo an online self-training course aimed to familiarize participants with the core elements of the process followed for the elaboration and promulgation of national regulations for safety.

The self-training course also gives details about the organizational details of the presential workshop of the School (segment 3). Completion of this self-training course is mandatory for registered participants in the segment 3 of the School. 

Non-registered individuals can also access the learning material of this segment of the School only for formative purposes.

Segment-3: In-person Workshop

Segment 3 of the radiation safety programme of the School is intended to train participants on how to elaborate regulations on radiation safety in line with relevant IAEA Safety Standards and to give them expert advice towards enhancing and/or finalizing the draft regulations on radiation safety under preparation.
