Control of Transboundary Movement of Radioactive Material Inadvertently Incorporated into Scrap Metal and Semi-finished Products of the Metal Recycling Industries (IAEA 2014)
There are no globally agreed
procedures established for the safe handling of radioactive material in scrap
metal when first discovered at border monitoring locations. When shipments of
scrap metal containing radioactive material are rejected and transported
without the proper application of radiation safety provisions, it becomes
challenging to bring this material back under the regulatory control. This
publication provides the draft text of a non-binding code of conduct on the
transboundary movement of radioactive material inadvertently incorporated into
scrap metal and semi-finished products of the metal recycling industries. The intention was to harmonize the approaches of
Member States in relation to the discovery of radioactive material, and their
safe handling and management to facilitate regulatory control.
