Design Safety Review Service
(DSRS) • Generic Reactor Safety Review (GRSR) • Periodic Safety Review Service (PSRS) • International Probabilistic Safety Analysis Review Team (IPSART) • Review of Accident Management Programmes (RAMP) • Safety Assessment Competency and Capacity Building Advisory Service (SAET) |
| Purpose | 1) To evaluate the safety aspects of nuclear power plants against IAEA Safety Standards on design safety and safety assessment through the entire life cycle. 2) To evaluate and advise on safety assessment competency and capacity building for Member States. The Service includes reports on the extent to which a safety case and/or plant design addresses applicable safety standards. Identified state of compliance of safety cases to applicable safety standards and recommendations on additional analysis or plant modifications to be carried out in order to complete compliance with the IAEA Safety Standards and to enhance safety. Evaluation of safety aspects of NPPs: bids, pre-commissioning safety case evaluation, safety analysis reports review (preliminary and final), deterministic and probabilistic safety analysis and applications, emergency operating procedures, accident management programmes, periodic safety reviews, safety cases of power uprates, modifications and life extension, and safety assessment competency, capacity building, education and training. |
| Audience | Regulatory bodies, vendors, operating organizations, and technical support organizations (TSOs) |
| Team composition | International experts in the required specific disciplines of design safety and safety assessment |
| Duration | Dependent on the agreed scope, the duration of the review and reporting may take from a week to several months. |
| Expected output | Identified compliance of safety cases to applicable IAEA Safety Standards. Enhanced safety assessment competency and capacity. |
| Average usage in 2005-2010 | Four to five times per year |
| Recommended frequency | Review mission type specific. |
| Resource requirements | Several internal experts, total IAEA staff engagement 4-24 man-months per year, 15-30 external experts, 5 to 30 days per year average work assignements per expert. |
| Prerequisites | Depending on stage of design safety case, and on degree of readiness of and agreement with Member States. |
